Local Mean TIme is the current time of the District.
For eg,
Trichur is 5 deg 45 minutes away, in longitude from the Indian Standard Point, Madras
So the time of Madras is the IST and the Time of Trichur -5.45 = 23 minutes from the Standard Point.
In the Ascendant Calculation, LMT is used, not IST.
